School Tax Ceiling: The Permanent Lock at Age 65

Distinct from the exemptions, the school tax ceiling (also called the “tax freeze”) locks a senior's school district property tax at the amount paid in the first year the senior qualifies for the over-65 exemption. The locked amount never rises — even if school rates rise, even if the home's appraised value rises. The ceiling continues for as long as the senior owns and occupies the home.

Counties, cities, and other taxing units may also adopt similar ceilings on their portion of property tax. Adoption varies by jurisdiction — large urban Texas counties (Harris, Travis, Dallas) commonly have done so; smaller rural counties may not.
