Arizona Property Tax Appeals and Your Escrow Account

Paying property taxes through your mortgage escrow account does not remove your right to challenge the valuation. The appeal, tax bill, and escrow analysis follow separate schedules. A valuation correction does not automatically change next month's mortgage payment.
Choose the correct appeal route
An assessor-review petition is due within 60 days after the assessor mails the notice of valuation or amended notice under A.R.S. 42-16051. Count from mailing, not the day the notice reaches your mailbox. Read your notice for the form, office, and assessment year.
After an assessor decision, the administrative review office depends on the county. The county board and State Board of Equalization are not a mandatory sequential ladder for every owner. Follow the decision notice and the State Board's current instructions.
A.R.S. 42-16201 also provides a direct court route by December 15 without exhausting administrative remedies, subject to subsection B. For an owner who filed an assessor petition, subsection B provides 60 days after mailing of the most recent administrative decision. Missing assessor review does not by itself eliminate the direct court route. Court filing has its own requirements and costs; confirm them before choosing that route.
Check whether the valuation change affects the bill
Arizona notices distinguish Full Cash Value from Limited Property Value. Under A.R.S. 42-13301, the ordinary Limited Property Value rule limits annual growth and keeps it at or below Full Cash Value; other provisions address property changes. Reducing Full Cash Value may leave the current taxable base unchanged when Limited Property Value is already lower. Do not estimate savings by multiplying a market-value reduction by a statewide average rate.
Ask the assessor or treasurer which value and tax year the correction affects, whether a revised bill or refund will issue, and whether any payment remains due. Keep paying amounts due while you clarify the process; filing an appeal does not itself give the mortgage servicer a corrected bill.

Send the correction to your mortgage servicer
Keep the written decision, revised assessment, and corrected tax bill. Send the relevant documents to your servicer and ask how it will account for them. Under 12 CFR 1024.17, the servicer generally conducts an escrow analysis once per computation year. You may request an earlier review, but an off-cycle analysis is generally optional.
A tax refund is not automatically an escrow surplus. The account analysis also considers other disbursements and the permitted cushion. If an analysis shows a surplus of at least $50 and the borrower is current, the regulation generally requires a refund within 30 days. Ask for the analysis statement so you can check both the tax estimate and the payment calculation.

Does paying through escrow stop me from appealing?
No. Escrow is a payment arrangement. You still need to file through the applicable Arizona appeal route and meet its deadline.
What if I missed the assessor petition deadline?

Does a lower Full Cash Value guarantee a lower escrow payment?
No. The taxable value, exemptions, and applicable tax rates determine the bill. If Limited Property Value already sits below the corrected Full Cash Value, the correction may not lower the current bill. The servicer must also process the updated billing information.
Can I request an escrow review before the annual analysis?
Yes. You can send the corrected tax documents and request a new analysis, but an off-cycle analysis is generally optional for the servicer under 12 CFR 1024.17(f)(1)(ii).
When must an escrow surplus be refunded?
Under 12 CFR 1024.17(f)(2), an analysis showing a surplus of at least $50 generally requires a refund within 30 days if the borrower is current. A county refund and an escrow surplus are different events.
