The Kentucky Constitution requires all property be assessed at 100% Fair Cash Value unless otherwise exempted. Fair Cash Value is the most probable sale price in a competitive and open market, with a knowledgeable and willing buyer and seller. The Taxable Value is the value on which property taxes will be based.
The Appeal Process
Appeals are heard by the Kentucky Board of Tax Appeals. All appeals filed are heard by a panel of local property owners known as the local board of assessment appeals. The local board convenes no earlier than twenty-five and not later than thirty-five calendar days following the conclusion of the tax roll inspection period.
Step 1: If you do not agree with the Fair Cash Value, call(859) 246-2722 to speak to an assessor, NO LATER THAN MAY 19, 2026
Step 2: During your conference with the PVA, you will have the opportunity to explain why you believe your property's assessment is too high, and the PVA will show what information was used to arrive at the assessed value
Step 3: If an agreement can be reached during the conference, then nothing further needs to be done. If no agreement is reached, then you may file an appeal
Step 4: File an appeal with the Fayette County Clerk by close of business, May 20, 2026
Step 5: Attend appeal hearing at the LFUCG Phoenix Building. The hearing schedule is June 24-July 3, 2026
